a <br /> MMI <br /> DIGITAL RECORDING AMS <br /> DEC 072011 <br /> CITY COUNCIL SPECIAL MEETING MINUTES <br /> November 7, 2011 <br /> The Special Meeting of the City Council of the City of Bremerton was called to order in the Council <br /> Conference Room, Room 603 of the NORM DICKS GOVERNMENT CENTER located at 345 6th <br /> Washington, Monday, November 7, 2011, at 4 00 PM, with Council President Will Maupin <br /> presiding Council Members present were Nick Wofford, Carol Arends, Dianne Robinson, Greg <br /> Wheeler, Roy Runyon, Adam Brockus, Cecil McConnell, and Jim McDonald City Attorney Roger <br /> Lubovich and Legislative Assistant Lori Smith were present to provide staff support <br /> President Maupin announced that the Special meeting was open to the public, and there would <br /> be an opportunity for input, and that action was anticipated on the General Business item <br /> GENERAL BUSINESS <br /> CONSTRUCTION CONTRACT WITH PSE FOR SCHEDULE 74 CONVERSION (OVERHEAD TO <br /> UNDERGROUND) FOR 4 TH STREET ALLEY AS PART OF THE PARK AVENUE PLAZA PHASE <br /> II PROJECT Gary Sexton Redevelopment Projects Administrator, explained that this contract is <br /> for labor and materials provided by Puget Sound Energy (PSE) in order to perform the overhead <br /> conversion work for the 4 Street alley conversion This work will convert the existing overhead <br /> electrical distribution system to underground facilities in the alley between Burwell & 4 from Park <br /> to Pacific, as part of the Park Avenue Plaza Phase H Project The cost of this electrical conversion <br /> project will be shared with PSE The amount to be contracted (City's portion) is $156,218 00 <br /> Joe Hudson Evergreen Trophy, expressed concern that business owners are asked to pay to <br /> improve the alley when only the City will benefit therefore he believes the City should pay the <br /> entire cost <br /> Jerry Soriano agreed with Mr Hudson's comments, and believed that the project will affect him <br /> even more since how owns a business on each side of the alley He is upset that PSE offered <br /> three options and the City chose the highest (Option C) <br /> Motion to approve the contract was made by Brockus, and seconded by Wofford <br /> Discussion was then opened to the Council for their questions and comments which were received <br /> by Runyon, McConnell, Wofford, Wheeler, and Maupin <br /> 04 00 M /S /C (Brockus/Wofford) Move to approve the PSE Schedule 74 Conversion Contract <br /> with Puget Sound Energy, and authorize the Mayor to finalize and execute the agreement with <br /> substantially the same terms and conditions as presented <br /> Voted in favor of Motion McDonald, McConnell, Brockus, Arends, Wofford, Maupin <br /> Voted against Motion Runyon, Wheeler, Robinson <br /> Motion carried 6 -Yes, 3 -No <br /> President Maupin there opened the 2012 Budget Workshop for the Council to hear presentations <br /> and ask questions on the proposed budget It was further announced that this Budget Workshop <br /> was open to the public, but there would be no opportunities for input or participation, that no action <br /> will be taken, and the content of these items is subject to change <br /> Becky Hasart Financial Services Director, presented an overview on "General Fund" revenues <br /> and expenditures Department Directors and Managers provided presentations on individual <br /> Departments as follows <br /> 1) Mayor /Executive <br /> 2) City Council <br />
