Cockrell & Associates, P.C. for <br />Environmental Insurance and Cost Recovery Matter <br />5E — Change Order No. 2 to Professional Services Agreement with Cosmopolitan Marine <br />Engineering for Sediment Sampling & Analysis and Combined Sewer Overflow Post - <br />Construction Monitoring Report <br />5F — Sole Source Purchase of Hardened Impellers and Volutes from Pump Tech, Inc. for the <br />three (3) Sulzer ABS Pumps at Pump Station CW -1 <br />There were no questions or comments from the public... <br />05:58:00 M/S/C/U (Gorman/Daugs) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS <br />6A — INTERLOCAL AGREEMENT WITH CENTRAL KITSAP FIRE & RESCUE AND SOUTH <br />KITSAP FIRE & RESCUE FOR FIRE GROUND SURVIVAL TRAINING AND GRANT <br />APPLICATION: Fire Chief David Schmitt explained that this Agreement will allow Bremerton to <br />apply for a Fire Ground Survival Program Grant, and to utilize the Grant proceeds to facilitate the <br />Train -the -Trainer program among the other local Fire Agencies. A short film entitled "Fire Ground <br />Survival Program" was shown to provide more details on the training. <br />There were no questions or comments from the public... <br />06:05:32 Motion was made by Daugs and seconded by Sullivan... Comments were provided by <br />Daugs and Hillman... <br />06:07:02 M/S/C/U (Daugs/Sullivan) Move to approve the Interlocal Agreement between the City of <br />Bremerton, Central Kitsap Fire & Rescue, and South Kitsap Fire & Rescue; and authorize the <br />Mayor to finalize and execute the agreement with substantially the same terms and conditions as <br />presented. <br />6B — RESOLUTION NO. 3305 ACKNOWLEDGING COMMITMENT TO MATCH SURFACE <br />TRANSPORTATION PROGRAM GRANT FUNDS FOR WASHINGTON AVENUE AND 11TH <br />STREET IMPROVEMENTS PROJECT: Tom Knuckev, City Engineer, summarized that staff <br />recommend the City pursue funding from the Surface Transportation Program for improvements on <br />Washington Avenue and 11th Street in the current Regional and Countywide grant competition. <br />The improvements would include design and construction of a roundabout at the west end of the <br />Manette Bridge, along with full street reconstruction from the roundabout north and west to Pacific <br />Avenue. The STP program funds projects at a maximum of 86.5% with a minimum match of <br />$13.5%. The estimated cost of this project is $4,800,000, and staff intend to request $4,152,000 in <br />grant funds, requiring the City commit to providing matching funds of $648,000. In addition, the <br />STP Program rules state that expending STP grant funds for any phase of a project, including <br />design, commits the recipient to constructing all phases of the project within 10 -years of receipt of <br />the grant funds. For this grant cycle, KRCC has required applicants to include acknowledgment of <br />these requirements from the governing body of the City with the grant applications. <br />Dino Davis provided comments to express his concerns with the high cost for this project, and the <br />lack of a completed traffic study. <br />Terry Fessner was tired of the City redoing street projects at this intersection. <br />06:24:14 Motion was made by Goodnow and seconded by Gorman...
