City Council Reg. Mtg. Minutes <br />Wednesday, June 7, 2017 <br />Page 2 of 4 <br />Edward Margie expressed his concerns about code enforcement and health issues regarding at <br />his neighbor's property on Lyle Avenue; and implored Council to help remedy the situation. <br />President Younger stated this is an example of a "Zombie property", which is in the process of <br />foreclosure, but there are more steps in the process to be completed before the bank can take <br />procession, but the City will do everything we can to resolve this issue. Greg Wheeler asked if the <br />pictures can be forwarded to the full Council. <br />Jill Hudson Giddings President of the West Sound Art and Music Association, first thanked the <br />Council for allocating their request of Lodging Tax funding, which allowed them to now host a 2 - <br />day West Sound Ukulele Festival October 21 & 22, 2017 at the Kitsap Conference Center, with an <br />added concert at the Admiral Theatre on Saturday evening. <br />Gavle Gillespie unfortunately had his car stolen sometime last Friday evening to Saturday <br />morning; and thanked Police Chief Strachan and the Police Department for assisting him through <br />the reporting process; as well as for giving him a ride home. <br />CONSENT AGENDA <br />6A – Claims & Check Register: Check Numbers 373664 through 373944, and EFT -17350 <br />through EFT -17418 in the amount of $7,081,095.84; Regular Payroll for the pay period <br />ending May 15, 2017 in the amount of $760,396.33; Regular Payroll (Correction) for the pay <br />period ending May 15, 2017 in the amount of $276.67; Regular Payroll for the pay period <br />ending May 31, 2017 in the amount of $806,290.26; and Retiree Payroll for the pay period <br />ending May 31, 2017 in the amount of $49,379.04 <br />6B – Minutes of Meeting – May 17, 2017 <br />6C – Minutes of Study Session – May 24, 2017 <br />6D – Confirm Re -Appointment of Kyle Meagher to the BKAT Citizens Advisory Committee <br />6E– Confirm Re -Appointment of Sheldon "Doc" Parr to the BKAT Citizens Advisory Committee <br />6F – Confirm Appointment of Bob Moore to the BKAT Citizens Advisory Committee <br />6G – Amendment to the WA State Office of Public Defense Grant Agreement No. GRT17354 <br />6H– Goods and Services Agreement with S. Mayor Lent <br />responded that openings are posted on the City's website. <br />06:21:34 M/S/C/U (Davis/Daugs) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS <br />7A – ORDINANCE NO. 5322 TO AMEND CHAPTER 7.05 OF THE BREMERTON MUNICIPAL <br />CODE (BMC) ENTITLED "PROHIBITED ANIMALS": City Attorney Roger Lubovich summarized <br />that the proposed ordinance amends Chapter 7.05 of the Bremerton Municipal Code by clarifying <br />how long goats may be temporarily kept or maintained within the City for the specific purpose of <br />vegetation control. <br />
