Comments were provided by Huddy and McDonald... <br /> Mayor Lent brought forward Milenka Hawkins-Bates and Tom Knuckey from Public Works & <br /> Utilities to provide the City of Bremerton Ice and Snow Emergency Routes and Inclement Weather <br /> Information that is also available on the City's website at: http://www.bremertonwa.gov/CivicAlerts. <br /> PUBLIC RECOGNITION <br /> Gayle Gillespie mentioned benefits are available to the family in the event of death while serving <br /> your country or while at work, for all members in good standing with the Fraternal Order of Eagles <br /> through the "Fraternal Order of Eagles Memorial Foundation". <br /> Stanley Hess brought attention to a schedule for 2017 Bremerton's First Friday Art Walk sponsored <br /> by the Downtown Bremerton Association; invited artists to exhibit in the empty buildings; and also <br /> encouraged support for children's programs and puppetry all year long by joining the "Jester's <br /> Monthly Giving Club". <br /> Mike Walton, Bremerton & Kitsap County YMCA Marketing Director reported on the events and <br /> activities taking place this month at the "Y". <br /> Stephani Morgan announced "Zane's Day", a documentary of this past summer's event at <br /> Evergreen Rotary Park will be shown on Saturday, December 10 at 4:00 PM at Bremerton SEEfiIm <br /> Cinema with all proceeds going to Zane and his family. <br /> Terry Fessner has observed a growing number of attendees using the lower part of a 6th Street <br /> building for Sunday worship by Sembradores de Cristo, and expressed concern for their safety if <br /> they are exceeding the allowance of the current property occupancy permit. <br /> Roy Runyon announced that next Thursday, December 15, 2016 will mark the 225th Anniversary of <br /> the first 10 Amendments known as the Bill of Rights; and proceeded to read each one. <br /> CONSENT AGENDA <br /> 9A— Claims & Check Register: Check Numbers 371105 through 371324, and EFT-16719 through <br /> EFT-16779 in the amount of$5,234,850.32; Regular Payroll for the pay period ending <br /> November 15, 2016 in the amount of$776,714.90; Regular Payroll (Pay Out) for the pay <br /> period ending November 15, 2016 in the amount of $5,758.33; Regular Payroll for the pay <br /> period ending November 30, 2016 in the amount of$759,347.68; and Retiree Payroll for the <br /> pay period ending November 30, 2016 in the amount of$76,621.56 <br /> 9B — Minutes of Meeting — November 16, 2016 <br /> There were no questions or comments from the public... <br /> 07:03:45 M/S/C/U (Huddy/Davis) Move to approve the CONSENT AGENDA as presented. <br /> PUBLIC HEARINGS <br /> 10A— PUBLIC HEARING ON ORDINANCE NO. 5315 ADOPTING THE CITY OF BREMERTON <br /> FY-2017 BUDGET: Cathy Johnson, Financial Services Director, summarized that the proposed <br /> budget was made available to the Council and the Public on October 26, 2016. Budget workshops <br /> were held on November 3, 7, and 10, 2016; with the first public hearing on November 16, 2016. The <br /> attached ordinance represents the final proposed 2017 Fiscal Budget. If adopted, this ordinance <br /> would become effective January 1, 2017. A PowerPoint presentation was used to show highlights. <br />
