The plan was last revised and updated in 2013. Proposed changes to Sections 7.08.010 and <br /> 7.08.020 allow for the issuance of lifetime licenses. With the recommendation of a lifetime license, <br /> staff is also recommending�the transfer of licenses from one owner to another be removed from the <br /> code, so that lifetime licenses may expire upon change in ownership. Kitsap <br />� County has instituted a lifetime rate and has shown that citizens prefer the lifetime license over an <br /> I annual license for convenience. Other proposed changes are a $1.00 replacement tag fee and an <br /> additional fee for late renewals. <br />
