City Council Reg. Mtg. Minutes
Wednesday, July 15, 2015
Page2of6
PUBLIC RECOGNITION
Richard Huddv announced or behalf of owners Mark Camp and Sally Ann Carey that a "sofY'
opening of their new Irish Restaurant the Bualadh Bos Public House located at 2712 15'h Street
(close to Hi-Lo's 15`h Street Cafe)will be on Friday, July 17 at 3:00 PM.
Vern LaPrath would like to see a law that would allow the City to ban fireworks during certain
extreme conditions; would also like to see a petition started to bring a buffet-style restaurant
similar to Golden Corral to locate in one of the many empty buildings along Wheaton Way; and -
looks forward to speed bumps soon to be installed on Halverson Street. Mr. Lubovich
announced that he is almost finished drafting an ordinance that would allow the City in the
future to ban fireworks when emergency conditions exist.
Fire Chief AI Duke started out by saying that even the Governor couldn't ban fireworks this
year; and that he sent language to the State in hopes of assisting them to get the law changed;
and then provided a briefing on 911 calls and responses from the 4th of July.
Gale Gillespie commented on the traffic he observed on his way to the meeting tonight being
backed up all the way down Washington Avenue; and also commented that he had an
opportunity to watch the new $80,000+ lawn mower recently purchased by the Parks
Department, and stated the City is getting "more than its money's worth".
Patrick Kerber expressed his concern about the problems caused by fireworks every July 4`n
and was particularly concerned that the CenCom system was down for approximately 20-
minutes with only a recording that stated "all circuits were busy and to try the call again later",
then was put on hold for another 15-minutes before an operator finally answered his call; and
then no one ever arrived in response to his reported concern. He would very much like to see
the City of Bremerton ban fireworks altogether. Mr. Wheeler offered to sit down with Mr.
Kerber and representatives from CenCom to learn what happened; but Mavor Lent added that
she forwarded Mr. Kerber's concern to the Executive Director of CenCom and if he doesn't
receive a timely or satisfactory response, to please contact her directly.
CONSENT AGENDA
7A— Claims & Check Register: Check Numbers 364051 through 364422, and EFT-15048
through EFT-15139 in the amount of$4,195,040.43; and Regular Payroll for the pay
period ending June 30, 2015 in the amount of$715,351.46
76— Minutes of Meeting —July 1, 2015
7C — Minutes of Study Session —July 8, 2015
7D — Appointment of Kristin Moerler as Senior Pianner at Pay Band 11, Rate 6 of the 2015
Management, Professional, Confidential & Fiduciary Salary Plan
7E — Inter-local Agreement for the 2015 Regional Aerial Mapping Project
7F— Sewer Easements (with Thomas E.
