City Council Reg. Mtg. Minutes <br /> Wednesday, June 3, 2015 <br /> Page 2 of 4 <br /> Mavor Lent brought forward Marie Vila to present her with a Mayor's Appreciation Award in <br /> recognition of her 9-years employed with the City; and also welcomed Sarah Achaoui, recently hired <br /> as the new CDBG Administrator. <br /> Jim Nicolet, Public Information Officer with the Kitsap County Amateur Radio Club (KCARC) thanked <br /> Mayor Lent and the citizens for all the support they've shown to their Club; provided information <br /> packets to the Council Members; invited everyone to attend the "ARRL Field Day" event the weekend <br /> of June 27 & 28, 2015 at the Silver Spurs Riding Club; as well as the "Hamfest 2015" in the Dance <br /> Hall at McCloud's Grill House later in the fall on Saturday, October 10 from 9:00 AM to 1:00 PM. <br /> Tvson Farlev, representing Eastpark Neighbors, with a large number of the residents also in <br /> attendance, expressed numerous concerns with Highmark Homes, LLC, and asked for the City's help <br /> to ensure the homebuilder meets their list of three (3) conditions. Andrea Spencer, Director of <br /> Community Development, established that there is open code enforcement against Highmark Homes. <br /> LLC, who have been notified that they will not be allowed to progress to Phase II until full compliance <br /> has been reached Phase I of the Development, including the open space and infrastructure issues <br /> raised by Mr. Farley and the Eastpark Neighborhood; but unfortunately progress has been very slow <br /> due to the homebuilder's lack of cooperation. A related e-mail from Bonnie Moore with the Asset <br /> Realty Group was also received and included as a part of the record on this issue. <br /> Karen Bevers, Public Affairs Officer with Kitsap County Public Health, informed the public that <br /> several beaches will be closed to shellfish harvesting due to biotoxin concentrations; and also <br /> reminded the public of the importance to always check the latest updates before harvesting shellfish. <br /> Mike Walton, Bremerton Family YMCA Marketing Director, reported on several upcoming events <br /> including the "Ride the Tide" paddle boat excursion that will be held as part of the Kitsap Peninsula <br /> Water Trails Festival, where participants will lease at 9:45 AM to paddle to Silverdale on Saturday, <br /> June 27 from Evergreen Rotary Park. There will also be a special outreach program for the "Y" held <br /> each week at the Thursday Bremerton Farmer's Markets. <br /> David Ravmond & Larr Pierce with the Washington Youth Academy, provided a briefing on the <br /> fundraising success of the 7 Annual Washington Youth Academy Motorcycle Ride & Show <br /> sponsored by Brothers Powersports as part of the Armed Forces Festival on May 18; presented <br /> Mayor Lent with an appreciation plaque for the support received from the City of Bremerton; and <br /> announced that the Commencement Ceremony for the 2015 Class of Washington Youth Academy <br /> graduates would be on Saturday, June 20 beginning at 10:00 AM at the Kitsap County Fairgrounds. <br /> CONSENT AGENDA <br /> 5A— Claims & Check Register: Check Numbers 363673 through 363881, and EFT-14949 through <br /> EFT-14993 in the amount of $2,471,106.54; Regular Payroll (Payout & Correction) for the pay <br /> period ending May 15, 2015 in the amount of $7,653.60; and Retiree Payroll for the pay period <br /> ending May 31, 2015 in the amount of $53,881.35 <br /> 5B— Minutes of Meeting — May 20, 2015 <br /> 5C— Minutes of Study Session — May 27, 2015 <br /> 5D— Acceptance of Drinking Water State Revolving Fund Loan Agreement with the Washington <br /> State Department of Commerce for the Flow Control and Seismic Valve Project <br /> 5E— Acceptance of Drinking Water State Revolving Fund Loan Agreement with the Washington <br /> State Department of Commerce for the Reservoir No. 4 Cover Replacement Project <br /> 5F— Purchase and Installation of required Police Equipment by Systems for Public Safety, Inc. for <br /> five (5) 2015 Ford Interceptors <br />
