Minutes <br /> Wednesday, February 4, 2015 <br /> Page 2 of 3 <br /> 05:58:05 Motion was made by Sullivan and seconded by Daugs; Comments were provided by <br /> Runyon. <br /> 05:58:55 M/S/C/U (Sullivan/Daugs) Move to approve the CONSENT AGENDA as presented. <br /> GENERAL BUSINESS <br /> 6A— PROJECT DESIGN AGREEMENT WITH PUGET SOUND ENERGY FOR SCHEDULE 74 <br /> UNDERGROUND CONVERSION; AND REIMBURSEMENT AGREEMENT WITH MAPLETREE <br /> INVESTMENTS LLC AND BREMERTON TOWERS DEVELOPMENT LLC FOR WASHINGTON <br /> AVENUE (FROM 4 STREET TO 6 TM STREET) IMPROVEMENTS: Chal Martin, Public Works & <br /> Utilities Director, explained that the Olympic Gateway Towers project will redevelop property on the <br /> east side of Washington Avenue immediately north of 5th Street. The property is within the work area <br /> of the City's Washington Avenue Community Boulevard project; the City's project will precede the <br /> redevelopment project. To coordinate construction, the City and the Developer (Mapletree <br /> Investments, LLC and Bremerton Towers Development, LLC) have negotiated an agreement where <br /> the Developer will construct some improvements that were included within the City's project scope, <br /> and the City will construct some of the improvements the Developer is responsible to construct. <br /> In general, the City is deferring work the Developer would remove or destroy in their construction, and <br /> the City is constructing underground work that would otherwise conflict with the City's project. Work <br /> constructed by the City includes Schedule 74 utility undergrounding within the limits of the <br /> development. The Developer will reimburse the City for all improvements constructed by the City that <br /> are its responsibility. <br /> There were no comments from the public... <br /> 06:02:27 Motion was made by Runyon and seconded by Sullivan; Questions and comments were <br /> provided by Runyon; with a response provided by Mr. Martin... <br /> 06:04:15 M/S/C/U (Runyon/Sullivan) Move to approve the Project Design Agreement for Schedule <br /> 74 Underground Conversion with Puget Sound Energy and the Reimbursement Agreement with <br /> Mapletree Investment LLC and Bremerton Towers Development LLC for Washington Avenue <br /> Improvements; and authorize the Mayor to finalize and execute the agreements with substantially the <br /> same terms and conditions as presented. <br /> COUNCIL MEMBER REPORTS <br /> Leslie Daugs thanked the Police Department for a recent "ride along", which provided her with an <br /> even deeper appreciation for the work they do; and also participated in the viewing of a training video <br /> used by Police Departments to assist Officers in emergency situations. <br /> Jerry McDonald reminded citizens that First Friday Artwalk events are taking place this week in <br /> Manette and in Downtown Bremerton; and encouraged the community to visit the Collective Visions <br /> Gallery to view the 2015 Washington State Juried Art Competition. <br /> Roy Runyon announced that there will be a Joint Planning Session between the Council Members, <br /> the Mayor and Department Directors on Saturday, February 7 from 9:00 AM to 3:00 PM in the <br /> Cascade Room at the Gold Mountain Golf Course; and offered one rider an opportunity to carpool to <br /> the meeting by contacting him directly at (360) 440-0620 or roy.runyon@ci.bremerton.wa.us. <br /> Eric Younger acknowledged and welcomed the Boy Scouts who were in attendance tonight; and <br /> admired their patience since Council Meetings can sometimes be quite lengthy. <br />
