DIGITAL RECORDING COUNCIL <br /> Won <br /> CITY COUNCIL MEETING MINUTES SEP 19 2012 <br /> Wednesday, September 5, 2012 <br /> The weekly meeting of the City Council of the City of Bremerton was called to order <br /> Wednesday, September 5, 2012, at 5 00 PM in Council Conference Room 603 of the NORM <br /> DICKS GOVERNMENT CENTER, 345 6" Street, Bremerton, Washington, with Council President <br /> Jim McDonald presiding Council Members present were Nick Wofford, Eric Younger, Faye <br /> Flemister, Greg Wheeler, Roy Runyon, Adam Brockus, and Leslie Daugs Council Member <br /> Carol Arends was absent Also present were City Attorney Roger Lubovich, City Clerk <br /> Shannon Conn, and Legislative Assistant Lori Smith <br /> A COUNCIL BRIEFING was held to discuss General Council Business at 5 00 PM in the Council <br /> Conference Room At 5 30 PM the meeting moved to the Meeting Chambers <br /> The Pledge of Allegiance was led by Council Member Leslie Daugs followed by the invocation <br /> provided by Reverend Debbie Little of First Christian Church <br /> SHORELINE MASTER PROGRAM UPDATE <br /> Nicole Floyd City Planner H, Community Development, provided a presentation on the <br /> Shoreline Master Program Update regarding "Non - conformities", and noted that an amendment <br /> was made to the Shoreline Master Program meeting schedule to add one more workshop on <br /> September 12 and change the Public Hearing date to October 3 More information including <br /> the updated schedule of remaining presentations can be found at SMP @ci bremerton wa us <br /> Comments were provided by Alan R. Beam (a letter was also provided for the record), William <br /> A. Palmer President, Kitsap Alliance of Property Owners, Jackie Rossworn Executive <br /> Director, Kitsap Alliance of Property Owners (a letter was also provided for the record), and <br /> Teresa Osinski Kitsap Home Builders Association A letter was also previously received by <br /> David Thomas <br /> President McDonald reminded anyone planning to speak tonight during Public Recognition <br /> that per the Bremerton City Council Rules & Procedures no comments will be taken regarding <br /> any Items on the current ballot <br /> PUBLIC RECOGNITION <br /> Mike Walton, Marketing Director of the Kitsap Family YMCA, reported on the activities and j <br /> upcoming events at the "Y" <br /> I <br /> Robert Parker presented pictures to express his concern about the recent chalk markings left <br /> on local businesses, which he feels is vandalism <br /> Taylor Niemy stated that he was not responsible for the Charleston chalking, and that he can <br /> only be responsible for his own actions He believes that by not allowing him to use sidewalk <br /> chalk to express himself, the City is preventing him from his First Amendment Right of Freedom <br /> of Speech Mayor Lent indicated that a permit application was sent to Mr Niemy <br /> Vern LaPrath stated that he will begin attending Bremerton School District Board meetings to <br /> assure tax payer money used to repair school buildings is being spent wisely; suggested that <br /> through his own research, he discovered there are roofs available that are guaranteed to last <br /> 50+ years, did not feel hiring a City Manager with such a high salary was justified when citizens <br /> could not get minimal items such as speed humps due to lack of funds, and lastly, believed that <br /> to deface property, even with chalk, is still wrong <br />
