City Council Meeting Minutes <br /> Wednesday, October 19, 2011 <br /> Page 2 of 6 <br /> C Minutes of Study Session —October 12, 2011 <br /> D Appointment of Matthew Boeckman to the Lodging Tax Advisory Committee <br /> E Resolution No 3153 approving Phase 3 of the Bay Vista Final Plat <br /> There were no comments from the public <br /> 05.57 22 M /S /C /U (Runyon/Wofford) Move to approve the CONSENT AGENDA as presented <br /> PUBLIC HEARING <br /> 6A— PUBLIC HEARING AND RESOLUTION NO 3154 ADOPTING THE CITY OF BREMERTON'S <br /> 2012 TO 2017 SIX -YEAR TRANSPORTATION IMPROVEMENT PLAN (TIP) Alan Lobdell Public <br /> Works & Utilities Director, and Tom Knuckey Managing Engineer, explained that the Six -Year <br /> Transportation Improvement Program (TIP) is prepared pursuant to RCW 35 77 010 and RCW <br /> 36 81 121 The TIP is updated annually and filed with the Secretary of Transportation, Local <br /> Programs Office It is intended as a planning tool for the local, State and Federal transportation <br /> funding entities The TIP has been prepared for City Council approval by resolution prior to submittal <br /> to the Washington State Department of Transportation This TIP is consistent with the City's <br /> Comprehensive and Non - Motorized Transportation Plans <br /> President Maup►n opened the Public Hearing With no comments from the public, he then closed the <br /> Public Hearing <br /> 06:00:57 Motion to approve the resolution was made by Brockus, and seconded by Robinson <br /> Questions or comments from the Council were received by Brockus, McDonald, Runyon, Wheeler, <br /> Maup►n, and Arends <br /> 06:17.27 M /S /C (Brockus /Robinson) Move to approve Resolution No 3154, which approves the City's <br /> 2012 -2017 Six -Year Transportation Improvement Plan, and direct the Mayor to forward the <br /> Resolution and Plan to the Department of Transportation, Local Programs Office <br /> Voted in favor of Motion McConnell, Brockus, Runyon, Robinson, Arends, Wofford, McDonald, <br /> Maupin <br /> Voted against the Motion Wheeler <br /> Motion carried, 8 -Yes, 1 -No <br /> GENERAL BUSINESS <br /> 7A — APPROVE PAYMENT OF $75,000 TO THE STATE OF WASHINGTON FOR MODIFICATIONS <br /> TO THE MANETTE BRIDGE REPLACEMENT PROJECT TO ADD THE CITY- INITIATED <br /> SIDEWALK BARRIER Gunnar Fridriksson Public Works & Utilities, Engineering, summarized that <br /> the State has an ongoing construction project to replace the Manette Bridge The City requested <br /> changes to the Manette Bridge Replacement Project to add a barrier on the new bridge between the <br /> shoulder of vehicle lanes and the sidewalk for additional safety for pedestrians The State has <br /> agreed to modify the project, in conjunction with State initiated changes, to add the safety barrier in <br /> return for the City's payment to the State of $75,000 towards the cost of the added sidewalk barrier <br /> John Thomas was concerned that the City is now considering payment since the State had originally <br /> agreed to pay for the entire project <br /> 06:23:47 Motion to approve the payment for the project modifications was made by Brockus, and <br /> seconded by Wofford <br /> Questions or comments from the Council were received by Brockus, McDonald, Runyon, McConnell, <br /> Wheeler, Robinson, Arends, and Maup►n <br />
